TikTok Commercial Terms of Service
1. Introduction
1.1) These TikTok For Business Advertising Terms (these “Advertising Terms”) govern your use of the Commercial Products (as defined in the Commercial Terms) to submit, create, or place advertising or any other type of sponsored or promotional content, or to plan or manage ad campaigns, which might include the use of creators or other third parties (“Ad Services”).
1.2)If you are using Ad Services as agent for another individual or entity, then you represent and warrant that: (a) you are authorized to, and do, bind that individual or entity to the Commercial Terms and these Advertising Terms; and (b) all of your actions in connection with the Commercial Terms and these Advertising Terms are and will be within the scope of the agency relationship between you and that individual or entity, and in accordance with any applicable legal and fiduciary duties.
1.3)These Advertising Terms form part of the Commercial Terms. They apply in addition to the Commercial Terms and any other applicable Supplemental Terms (as defined in the Commercial Terms). To the extent any specific provision of these Advertising Terms conflicts or is inconsistent with any term of the Commercial Terms, the specific provision of these Advertising Terms will prevail.
(a) In these Advertising Terms, capitalized terms have the meaning given in the Commercial Terms unless otherwise defined within these Advertising Terms.
(b)Your use of the Ad Services will constitute acceptance of these Advertising Terms.
(c)The TikTok entity you contract with under these Advertising Terms (“Contracting Entity”) is listed in the Commercial Terms and you agree that it may be a different entity from the TikTok entity you contract with under the Commercial Terms.
(d)The Contracting Entity is: i) responsible for providing any Ad Services you purchase, and ii) the entity which you will be obligated to pay for such Ad Services.
(e)If you have any claim related to Ad Services, you agree that such claims will be made solely against the Contracting Entity. Any claims and disputes (whether contractual or otherwise) arising out of or relating to these Advertising Terms or their subject matter will be governed by the law of the jurisdiction where the Contracting Entity is formed or registered, and resolved in accordance with Section 14.2 or 14.3 of the Commercial Terms. Any other claims relating to the Commercial Products will be made against the TikTok entity you contract with under the Commercial Terms and resolved in accordance with Section 14 of the Commercial Terms.
2. Payment
2.1)If you are required to pay for any Ad Services, you also agree to the Payment Terms.
3. Access and Use
3.1)You will ensure any of Your Content (as defined in the Commercial Terms) that is provided for Ad Services (“Ad Content”) will comply with the Advertising Policies.
3.2)You agree that you are solely responsible for your Ad Content, including:
(i) targeting and trafficking decisions, such as keywords and other elements selected for targeting; (ii) any legally required disclosures, landing pages and applications that users will be redirected to;
(iii) any promotions, sweepstakes, or contests that are offered in connection with ad campaigns; and
(iv) any production requirements or claims about your products or services, calls to action, or other promotional messages (collectively, “Messaging”). The foregoing applies even if TikTok provides services or tools to assist with creating, optimizing, targeting or trafficking of your Ad Content or reviews your Ad Content prior to placement.
3.3)If your Ad Content contains musical works, compositions or sound recordings (collectively, the "Music") not sourced from TikTok’s Commercial Music Library, then you agree that you have obtained all rights, licenses and permissions as may be necessary for such Music to be incorporated within your Ad Content. For example, ensuring that such Music can remain on the TikTok app for a specified period after the campaign end date for certain ad products, including Hashtag Challenge and Branded Effects.
3.4)TikTok will decide, in its sole discretion, how to format, position, and size your Ad Content on Display Sites.
3.5)TikTok has the right to reject, remove or require your Ad Content to be amended for any reason including if, in its sole discretion, TikTok considers your Ad Content to be unsuitable or in contravention of these Advertising Terms, Commercial Terms or any other Supplemental Terms.
3.6)TikTok may apply disclosures or disclaimers, such as for graphic or mature content, to your Ad Content, as may be required under applicable law or at TikTok’s sole discretion.
3.7)TikTok makes no commitments regarding:
(a) availability of Ad Services; (b) editorial adjacency, content adjacency or competitive separation; or (c) reach, frequency, cadence, or performance of your ad campaigns; or (d) fraudulent, invalid or non-human activity and any impact it may have on your ad campaigns.
4. Use of Ad Content
4.1)Notwithstanding the license grant to TikTok under Section 6. 2(d) of the Commercial Terms, TikTok will only use Ad Content to: (a) perform its obligations under these Advertising Terms, such as providing the Ad Services you have purchased; (b) to comply with any legal or regulatory obligations to which TikTok or its affiliates are subject or to assist with a lawful investigation; (c) for testing and internal research and development purposes; (d) with your prior consent, for external marketing purposes or external research and development; and (e) to provide the transparency tools as described below.
4.2)From time to time, TikTok may offer transparency tools to enable users to review, understand, and control their advertising experience on TikTok. You agree that your Ad Content and associated information may be provided within such tools and that users’ choices may impact how they interact with your Ad Content or whether they see your Ad Content.
5. Creator Services
5.1)You may choose to engage individuals, such as bloggers, influencers or other content creators (collectively, “Creators”), either directly or indirectly through TikTok or another third party, to produce and/or distribute Ad Content. You remain solely responsible for any content and Messaging that you suggest, request, and/or require Creators to include, or that you otherwise approve to be included, in an ad campaign (“Creator Content"), which will form part of your Ad Content. Creators own their Creator Content unless negotiated separately between you and them. For the avoidance of doubt, TikTok is an independent contractor and will not be deemed an agent of either Creators or you, nor will TikTok be liable for the acts or omissions of Creators.
TikTok Billing Options
There are three billing options currently available to advertisers on TikTok Ads Manager. We discuss each one in detail below.
1. Prepay
•You will make 100% advance deposit into the bank account designated by us before you can run your ads. You will receive a prepay invoice for the payment you made to the designated bank account.
•Payment may be made via bank transfer, credit card or other payment methods accepted by us from time to time.
•You will maintain a sufficient balance to fund your specific Ad campaign before and throughout the Ad campaign period. We will not deliver any Ad in excess of your balance and reserves the right to cease any ongoing Ad campaign or reject any new Ad campaign if your balance is insufficient.
•Any remaining balance to the advance payment made by you after each campaign will be carried forward and available for deduction for the amount of fees due and payable for the next Campaign.
2. Automatic Payment
•The payment methods you have on file in your Commercial Account will be automatically charged when your Ad Buying Transactions reach the TikTok designated billing date or billing threshold amount, whichever comes first.
•Payments may be made via credit card, debit card, or any other payment methods accepted by TikTok from time to time.
•We will notify you of the applicable billing date and of the billing threshold amount on the applicable Transaction page. This may result in multiple charges to your payment methods.
•If a payment attempt using your payment method fails more than twice, we have the right to cease any ongoing Ad campaign or reject any new Ad campaign until we receive payment.
3. Monthly Invoicing
•Monthly Invoicing is a billing option that's available to eligible businesses. If your business is eligible for monthly invoicing, you will receive an invoice for the Ad Buying Transactions on monthly basis or after order ends, due 30 days from the invoice date unless otherwise agreed between us.
•We may extend a line of credit to you or post funds in your Commercial Account, each subject to a billing threshold amount determined by us in our sole discretion.
•Payments may be made via bank transfer, credit card or any other payment methods accepted by us from time to time to the bank account listed on the invoice.
•You remain liable and will be responsible to pay us for all advertising spend made by the receiving business regardless of the bill-to party you designated in your Commercial Account.
•All payments shall be made in the currency as defined in your contract or each applicable IO or as agreed in writing between us.
•Notwithstanding any term to the contrary, we shall not be obliged to invoice you within a specified timeframe of and a failure to invoice shall not excuse or waive our right to collect, and your obligation to pay.
•Any dispute with respect to a billed or invoiced amount must be notified to us within seven(7) days after you receive the relevant billing or invoicing.
Tiktok ads tax
1. Ad Transactions are exclusive of VAT (or any similar taxes). If your Ad Services are subject to taxes, such taxes will be billed to you and you agree to bear such taxes.
2. Unless otherwise specified in writing by TikTok, if you are required to withhold or deduct any taxes, you will: (a) pay to TikTok any additional amount necessary so that TikTok receives a net amount equal to the Ad Transactions set forth in the applicable invoice; and (b) send to TikTok on a timely basis and as TikTok otherwise reasonably requests all official tax receipts or other documentation required by applicable law proving that you and advertiser complied with the requirement to withhold or deduct those taxes.
3. To the extent applicable and if TikTok requests, you will provide a valid VAT identification number or other tax identification number.
4. If you are using the Commercial Products on behalf of an advertiser, you will ensure that the advertiser complies with all of the foregoing.
Payment threshold TikTok ads
The TikTok Ads system allows you to create In-Feed ads based on your budget and schedule. The minimum campaign budget on TikTok is $500 and the minimum ad group budget is $50.
It has also been reported that advertising on TikTok can cost between $50,000 and $120,000, depending on the type and duration.
Increase payment threshold TikTok ads
Make sure to increase your TikTok ads spending every 3 days by 15-30%. This will gradually increase TikTok's payment threshold.
How to add a balance to your TikTok ads manager account

TikTok ads automatic payment
When you create your TikTok Ads Manager account, you must select a Payment Type. Your account's Payment Type will determine how and when your account is charged.
With Automatic Payment, ad delivery charges will be automatically billed to your account when you reach your account's billing threshold or bill date - whatever comes first.
About Automatic Payment with Account Balance
Automatic Payment also supports adding a balance to your account. If you add a balance to your account, we will use those funds to pay for any advertising charges, and we will only bill your account once your account balance cannot cover your advertising costs.
For example, if you set up Automatic Payment and add an account balance of USD 100 and spend USD 50 on TikTok ads, we will deduct USD 50 from your account balance. Then, if you spend an additional USD 200 on TikTok ads, we will deduct the remaining USD 50 from your account balance and charge USD 150 to your account according to its bill date or billing threshold.
Note: Adding an account balance is optional if you use Automatic Payment. But maintaining an account balance can help reduce the number of billing transactions and invoices, especially if you have a low billing threshold or weekly bill date.
About Automatic Payment's Billing Cycle
When you use Automatic Payment, the system will automatically charge your credit or debit card when your account reaches the billing threshold or bill date, whichever comes first.
TikTok Ads Manager supports two bill dates, weekly and monthly. Your account's bill date will be based on your registration time and historical spending on the platform.

How to Set Up Automatic Payment
Select Automatic Payment
When creating your TikTok Ads Manager account, select Automatic Payment and click Submit.
Note: The Payment Types and Payment Methods available to your account will depend on the country and currency you used to register your account. Additionally, certain Payment Types or Payment Methods may be unavailable while TikTok reviews your accounts' eligibility to use them.
Add a Payment Method
Note: To use Automatic Payment, you must have a valid Payment Method. We will no longer accept Prepaid Cards for Automatic Payment after June 2021.
Go to your Payment page and add a supported Payment Method to your account, like a credit or debit card.
Note: When you add a bank or credit card as a Payment Method, it will automatically go through a 3DS verification, and we will deduct 10 USD from your card and refund this charge within 15 days. This is needed to ensure that the card is valid.
Add a Balance to Your Account
After you add a Payment Method to your account, you can add a balance to your account. To add a balance to your account:
1.Go to your Payment page and select the Summary tab.
2.Click Add Balance.
3.Enter the Total Amount you wish to add.
4.Select a Current Payment Method or choose a One-time payment method.
5.Click Make Payment and follow the prompts to complete the transaction.
Once you complete the transaction, you will see your Account Balance in the following locations:
•On the Summary tab on your Payment page.
•Under the Today's Spend module on your Dashboard.
Track Spend So Far
To track the amount of money you have spent from your last billing cycle:
1.Go to your Payment page and select the Summary tab.
2.Locate the Spend So Far module.
3.The Spend So Far tracker will display the amount we will automatically charge your account during the next billing cycle.
Note: Once there is an outstanding balance, as shown in the Spend So Far module, you will only be able to pay this down via Automatic Payment. You cannot add a balance to your account to pay off your Spend So Far.
Track the Billing Threshold and Bill Date
After adding a Payment Method, your Billing Threshold and Bill Date will appear on the Payment page. As you start running campaigns and delivering ads, you can use track your total spend and your next bill date, from the Payment page.
Note: When you first set up Automatic Payment, you can expect a low billing threshold that will increase over time to reflect your actual spending.
Examples of the Billing Cycle
The following examples are based on an account with a billing threshold of $180 and a bill date of September 12th.
Example 1:•September 10th: Daily Cost $185 + Unpaid Balance $0◦The account will automatically be charged $180, because the account's daily spending of $185 is greater than the billing threshold of $180. $5 will be rolled over into the next billing cycle.•September 11th: Daily Cost $179 + Unpaid Balance $5◦The account will automatically be charged $180 because the account's daily spending of $179 + the unpaid balance of $5 is greater than the billing threshold of $180. $4 will be rolled over into the next billing cycle.•September 12th: Daily Cost $0 - Unpaid Balance $4◦The account will automatically be charged the total amount of the unpaid balance of $4 because the account's bill date was reached.Example 2:•September 10th: Daily Cost $100 + Unpaid Balance $0◦The account will not be charged because neither the bill date nor billing threshold was reached.•September 11th: Daily Cost $70+ Unpaid Balance $100◦The account will not be charged because neither the bill date or billing threshold was reached.•September 12th: Daily Cost $0+ Unpaid Balance $170◦The account will automatically be charged the total amount of the unpaid balance of $170 because the account's bill date was reached.
Manage Automatic Payment
Add Multiple Payment Methods
TikTok Ads Manager supports adding multiple Payment Methods to your account. You can add additional Payment Methods from the Payment page. From there, you can set one Payment Method as your primary, and remove them from your account.
Note: Automatic Payment requires at least one Payment Method to be available at any time.
Why i can't choose automatic payment tiktok ads
If the automatic deduction on your account's primary Payment Method fails, the system will automatically try to complete the transaction using your account's available Payment Methods.
You can check any outstanding balance on your account's Payment page and review the reason the payment failed. Once there is an outstanding balance on your account, the system will pause your campaigns and suspend your account.
To pay an outstanding balance, click Pay Now and use a saved Payment Method or a new one to complete the transaction. Once you have paid your outstanding balance, the paused campaigns will automatically resume.
TikTok ads manual payment
When creating your TikTok Ads Manager account, select Manual Payment.
Note: The Payment Types and Payment Methods that are available for your account will depend on the country and currency where you registered your account. Additionally, certain Payment Types or Payment Methods may be unavailable while TikTok reviews your accounts' eligibility to use them.
Next, you will need to add a balance to your account. To do this, go to your Payment page. From there, click Add Balance and follow the prompts to add money to your account, using any of the supported Payment Methods.
Note: The top-up limit per transaction is $20 ~ $50,000 in USD and equally in other currencies.
If the transaction is successful, you will see a new amount in your Account Balance. If the transaction failed, please try again or troubleshoot the failed payment.
Unable to add payment method TikTok ads
Here are a few suggestions for things you could test out:

Clear the cache and cookies on your Google Chrome browser following these steps. This is a common fix for similar issues.

Try to reset your internet - network errors can often be the cause behind issues like this.

Test it on an alternative device. For example, if you're currently on desktop, try to do this on mobile.

Click Try Again to restart the process.

By clicking on the username at the top right and clicking on Payment, you can change TikTok ads payment method.
How to update payment information on TikTok ads manager
When you click on Set up Marketing - Payment - Manage Payments on the TikTok ads manager, you will be taken to your TikTok profile where you can update your payment information.
Tiktok ads payment failed
Payment failures are frequently caused by entering incorrect information, a poor network connection, or issues with bank authorization. To avoid a failed payment, ensure the following:
Verify payment information
•Check the payment information you entered on TikTok Ads Manager is correct.
•Confirm your credit or debit card is valid and has not expired.
•Verify your account has enough funds or available credit to cover the payment.
Check your internet connection and browser
•Clear your cookies and cache, and try completing the payment using your browser's incognito mode.
•Disable any VPN or pop-up blocker you are using - as these may prevent the 3D Secure Verification page from loading.
•Complete the payment using a different browser.
Payment Error Types
Your payment can fail when your bank or payment provider experiences an issue when adding a payment source or processing your payment. Examples of errors you may encounter include:

If you encounter an error message related to payment, follow the solutions listed below to resolve your issue.
Unsupported Payment
Your bank has disapproved this payment. Please use a different payment method or consult with your bank.
•This means that your bank doesn't support your selected payment method.
•To fix the issue:
◦Contact your bank and ask for more details about the rejection.
◦Try other supported payment methods to complete the transaction.
Unsuccessful Payment
There are two error messages that you'll see for unsuccessful payments. If you receive either of these, follow the guidance below:
The payment was unsuccessful due to an abnormality. Please use another payment method. Please try again later or use another payment method.
The payment was unsuccessful. Please try again or use another payment method.
•This means that your payment was unsuccessful. This could be due to reasons such as:
◦Incorrect information
◦Unsupported payment method
◦Problem with your bank or payment institution
•To fix the issue:
◦Verify your bank or payment institution information is correct and try again.
◦Use a different card or payment method to complete the transaction.
◦Make sure your card supports 3D Secure Verification (3DS), your 3DS verification is correct, or contact the card-issuing bank for 3DS issues.
•If you still have problems:
◦Contact your bank or payment institution and ask for more details about the rejection.
◦If you are blocked from making another transaction, do not make another attempt for at least 24 hours.
Invalid Payment
Invalid payment method. Please use another payment method.
•This means that your payment method is expired or invalid.
•To fix the issue:
◦Use a different card or payment method to complete the transaction.
Invalid payment amount. Please double-check the payment limit and enter a supported amount.
•This means that you have input an invalid amount.
•To fix the issue:
◦Make sure that you have input an appropriate amount within the acceptable limit and retry the transaction.
◦Confirm that your selected payment method has sufficient funds.
•If you still have problems:
◦Contact your bank or payment institution and ask for more details about the rejection.
Insufficient Funds
Insufficient funds. Please check your balance or use another payment method.
•This means that you have insufficient funds to complete the transaction.
•To fix the issue:
◦Confirm that your selected payment method has sufficient funds. Also, make sure that you haven't reached your payment limit.
◦Make sure that your payment method settings are correct.
•If you still have problems:
◦Contact your bank or payment institution and ask for more details about the rejection.
◦Use another card that is capable of 3D Secure Verification (3DS) and retry the transaction.
Unsuccessful Authentication
User authentication was unsuccessful. Please consult with your bank or use another payment method.
•Verify that the information you have entered (i.e. cardholder’s name, email, address etc.) is accurate or retry with other cards.
•This means that your identity attached to your payment method couldn't be verified.
•To fix the issue:
◦Make sure that the information you have entered is accurate (i.e. Cardholder's name, email, address, etc.)
◦Make sure your card supports 3D Secure Verification (3DS), and your 3DS verification is correct, or contact the card-issuing bank for 3DS issues.
•If you still have problems:
◦Use a different card or payment method to complete the transaction.
Payment Information Failure
This payment method has expired. Please use another payment method.
•Contact your bank or payment institution and ask for more details about the rejection.
There is an issue with your card status. Please consult with your bank or use another payment method.
•Contact your bank or payment institution and ask for more details about the rejection.
Invalid security code. Please double-check or try again later.
•Verify your bank or payment institution information is correct and try again.
Tiktok payment failed due to abnormality
To resolve this issue, simply create a campaign, click submit, and then you'll be prompted to add a payment method.

TikTok credit line
Credit Line is only available for managed accounts using the postpay method, whose payment terms are monthly invoicing. Credit Lines are not currently available for self-serve customers or reservation-only clients. To determine if you are eligible, please contact your sales rep.
Credit Line is a payment feature on TikTok Ads Manager. It provides a source of funds to pay for your advertising costs using credit extended by our finance team. When you use a Credit Line, as your billable spending accumulates, the amount of available credit will decrease. Paying your invoice will restore your Credit Line equal to the amount paid.
To get started you will need your Credit Line application approved by the Credit Control Team.
Note:
•The Credit Line limit is determined on a case-by-case basis.
•You will receive an invoice for the amount of credit used at the end of the month.
Credit Line eligibility
To be eligible for a credit line, you must meet the following conditions:
1.You have signed an Auction Framework Agreement.
2.You have a managed account.
3.You have not set up a Credit Line before.
Note: If you are currently using the pre-payment method for you ad accounts, you will be unable to apply for a Credit Line from the TikTok Ads Manager Payment page. If you wish to establish a Credit Line you will need to sign a new post-pay contract first. Please contact your sale rep for more information.
How to establish a credit line
If you meet the conditions above, you will see the Apply for a Credit Line button on your Payment page.
1.To apply for a Credit Line, go to your Payment page and click Apply for a Credit Line.
2.Next, you will need to fill out a Credit Line application with the following details:
◦Basic Information

3.Once you click Submit, we will review your Credit Line application.
How do I get TikTok credits?
If you want to participate in crediting originators on TikTok, there are also many other ways you can attribute them in your post.
The first way is probably the easiest: you can tag the originator’s TikTok handle in the caption of your video. You can also supplement the tag with “inspired by” or “ib,” or “dance credit” or “dc” for a dance trend.
Another way to give credit is duet or stitch the original trend video. Finally, you can credit an originator by mentioning them in your video, too.
And if you forget to credit the originator by accident? Don’t worry. You can always tag them in your comments section after your video is posted.
How to check the application status
The status of your Credit Line application will be displayed on the Payment page of each of your ad accounts.
If the application is rejected, you will be able to apply again in 3 months. For more information, please contact your account manager or sales rep.
Application approval
Once your Credit Line application is approved, you can now allocate the available credit to your accounts and begin spending. Please see How to Use Credit Line Funds on how to allocate the Credit Line Funds.

Can I get a refund on TikTok ads?
TikTok aims to process all refunds within 60 calendar days after you confirm you wish to close your account.
• Refunds on closed accounts will only be processed:
▪after all advertising campaigns booked on the account have been completed;
▪after all amounts payable or incurred under this closed account upon completion of all relevant advertising campaigns have been calculated and paid off.
• Refunds are not available in respect of accounts that were suspended in accordance with the

• Refunds will only be returned via the original payment method.
